If one of the accepted definitions of "denote" is "to make known : announce," and "denote" can "serve as a linguistic expression of the notion of : mean" then doesn't "denote" work for some of the examples Tapper highlights?
"I simply denoted [made known] that we were pleased and the President has been pleased that progress has been made"
"I'd have to look at something that denoted [meant] that more people would be uninsured as a result of that"
