I also do not know what 'Keep your powder dry' means, but it sounds like a cocaine reference. This reminds me of the time I was in a job interview and the guy said 'OK, we're getting down to the short strokes now' and I thought it was a sex metaphor.

The powder in question is gunpowder and the phrase harkens back to the olden times of flintlock pistols. In 'Call of Duty' for e.g. it would roughly translate as "On me! Wait for my 20!"
