Bill Richardson Not Charged, "Not Exonerated"

New Mexico Governor Bill Richardson, whose endorsement of Barack Obama during the presidential primary campaign only netted him a lousy nomination as Commerce Secretary, will not be charged in the pay-for-play probe which forced him to withdraw from that role earlier this year. The U.S attorney overseeing the investigation says the decision "is not to be interpreted as an exoneration of any party's conduct."
