Well, here down in Spain, clamgiggers/capris are one way to dress halfway well for work and not wear shorts (still not really accepted in the city). And here in Yurp air conditioning is nothing like it is in the US. It lowers the temperature to the point where you stop gasping for air, but it doesn't exactly cool. Hence the clamdiggers.

The men also frequently wear clamdiggers. I drove into Italy a few weeks ago from Switzerland and was told "things change right across the border, you can see it." Sure enough within a hundred yards of the border there were at least three dudes wearing clamdiggers. That and the road was shit and the paint was peeling on all the buildings and everything was affordable.
